Description:We are seeking a Certification and Compliance SME Lead to manage our C&C team and oversee the review, analysis, and management of certification and compliance, as well as other project-related activities will be responsible for managing the C&C team and leading the review, analysis, and management of certification and compliance and other project related activities and tasks.

Duties:
  • Must have experience with human services programming at a federal, state, or general policy (e.g., think tank, such as Mathematica or CBPP) level.
  • Emphasis on child welfare (CW) and recent Comprehensive Child Welfare Information Systems (CCWIS) knowledge-base, and other federal agencies (CMS, FNS)
  • Need to have a high level of comfort reading and synthesizing policy guidance and federal regulations.
  • A high level of technical knowledge around SDLC, particularly for an IES, is not necessary but would be a plus.
  • Prior experience with federal certification/compliance efforts is a must for this role.
  • Lead the development, review, and distribution of project status reports.
  • Conduct analysis, review, and management of supplied documentation from the State, vendors, and other external parties.
  • Assistance in taking notes in a variety of PATH meetings, including those with the State, vendor, and other external entities and prepare final drafts of notes within deadlines for review by meeting participants.
  • Participate in staff/team meetings and trainings.
  • Conduct frequent, clear, and consistent communication to the client, team members, vendor, and direct reports.
  • Perform assigned tasks efficiently and effectively, asking questions when instructions are unclear.

Qualifications:
  • Three years of experience working with State Medicaid agencies
  • Ability to conduct research and analysis related to certification and compliance, system design and system development lifecycle (SDLC) management, Medicaid, and health care programs and/or systems, policy and/or regulatory changes and their impacts on states in order to develop research briefings/summaries.
  • Strong communication skills and attention to detail
  • Bachelor's Degree (BA/BS)—May substitute four years of applicable experience for degree.
  • Knowledgeable in quality assurance/control procedures and demonstrated proactive problem management skills.
  • Demonstrated ability to excel in a team setting.
  • Strong experience with Microsoft Excel, Word, and PowerPoint

Preferred Qualifications/Experience:
  • PMP certification or equivalent project management experience
  • Prior consulting experience in a national or regional consulting firm, experience working in/with the public sector, relevant independent consulting experience, or prior employment with a software vendor.
  • Preference given to candidates with experience with projects focused on eligibility, systems development and implementations, Health, and Human Services (Medicaid, SNAP, TANF, Child Welfare, Child Support, etc.), and/or Medicaid program operations and/or policy.
  • Preference given to candidates with experience in using Application Lifecycle Management (ALM) tool.
