Wastewater Collection Operator-In-Training

Grade 8 – Monthly Salary $3762 - $4785

PURPOSE OF POSITION:

Under direction of the Wastewater Division Manager and the Wastewater Collection System Supervisor, this position performs semi-skilled tasks in the construction, maintenance, and repair of wastewater and stormwater collection system facilities; operating a variety of light and moderately heavy power-driven equipment; and ensuring public health and safety by preventing and/or responding to sewage overflows and blockages, and stormwater blockages and flooding. They inspect, clean, maintain, construct, and repair wastewater and stormwater collection systems including sanitary sewers, storm drains, pump stations, pipes, manholes and catch basins.

DISTINGUISHING CHARACTERISTICS:

The Wastewater Collections Operator-In-Training is the entry level class in the Collections Operator series. This position performs tasks in the Public Works Department Wastewater Division and related work in the Public Works Department as required. These duties are routine and performed within guidelines provided during training. Most work is subject to checks and controls. Employee will work under direct oversight of a certified Collections operator and as more experience is gained, employee is expected to perform more skilled duties. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. Certain functions such as process control and isolations are not performed at this level due to regulations and certification requirements. Advancement to the Collection System Operator level is based on demonstrated proficiency in performing the assigned functions, certification as a Grade I Collection System Operator, and is at the discretion of higher level supervisory or management staff.

JOB QUALIFICATION REQUIREMENTS:

Mandatory Requirements:

High school diploma, or equivalent.

Ability to:

Perform a variety of manual and semi-skilled tasks involved in the maintenance and repair of the wastewater collection and stormwater systems; perform a variety of tasks for extended periods of time and in unfavorable weather conditions; perform heavy manual labor; work in closely confined spaces while wearing a respirator; read maps, blue prints, and diagrams; ensure adherence to safe work practices and procedures; ensure safety around work areas in high traffic; prepare and maintain records including time and material use records; interpret and apply policies, procedures, and standards to specific situations; perform mathematical calculations; respond to collection system maintenance/repair emergencies; safely drive and skillfully operate equipment and machinery including service trucks, dump trucks, water trucks, vacuum trucks, skip loader, backhoe, large trailers, trench tamper, hydro tamper, concrete and asphalt cutting saws, root saws, jackhammer, and hand and power tools; understand and follow oral and written instructions; demonstrate an awareness and appreciation of the cultural diversity of the community; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work.

Special Requirements/Licenses:

The position requires employees to operate a motor vehicle in the course of their position. Possession of, or must obtain within thirty (30) days from date of hire, a valid Oregon driver’s license, and have a safe driving record.

Possession of, or must obtain within six (6) months from date of hire, a valid Oregon Commercial Driver’s License (CDL) of the required classification to operate Public Works Department vehicles and equipment.

Must obtain Oregon Department of Environmental Quality Wastewater Collections I Certificate within fourteen (14) months of hire.

Possession of, or ability to obtain, any certifications or licenses required by City, State or Federal agencies to work in the position assigned.

Desirable Requirements:

For desirable requirements to be considered, one must have met the minimum requirements noted above:

- Twelve (12) months post-high school education, accumulation of academic credits documented on transcripts in the fields of engineering, chemistry, water/wastewater technology, physical, biological, or applied sciences, mathematics, or operation management.

- Twelve (12) months verifiable work experience or training in one of the following fields or related fields:

Collection system operation and maintenance

Stormwater system operation and maintenance

Water treatment or distribution system operation and maintenance

Wastewater treatment system operation and maintenance

Industrial, Pre-treatment, septic system maintenance, water testing laboratory, or storm

water management

Underground utilities general construction

General maintenance and construction

- Twelve (12) months of verifiable work experience operating a backhoe.

Knowledge of:

Operational characteristics of wastewater collection and stormwater systems; materials, methods, techniques, and terminology used in maintenance and repair activities related to the maintenance and repair of wastewater collection and stormwater system infrastructure including how repair parts are applied to the wastewater and stormwater systems including couplings, stainless steel bands, and types and grades of pipes; operational characteristics of maintenance and construction equipment and tools used in work activities; proper procedures used in the maintenance and repair of hand and power tools; practices and procedures of traffic control; basic mathematical principles; pertinent federal, state, and local codes, laws, and regulations; basic principles and practices of record keeping; occupational hazards and standard safety practices including those associated with working in confined spaces; principles and practices of customer service.

Wastewater Collection Operator I

Grade 10 – Monthly Salary $4147 - $5275

PURPOSE OF POSITION:

Under direction of the Wastewater Division Manager, and the Wastewater Collection System Supervisor, this position performs skilled tasks in the construction, maintenance, operation, and repair of wastewater and stormwater collection system facilities; operating a variety of light and moderately heavy power-driven equipment; and ensuring public health and safety by preventing and/or responding to sewage overflows and blockages, and stormwater blockages and flooding. They inspect, clean, maintain, construct, and repair wastewater and stormwater collection systems including sanitary sewers, storm drains, pump stations, pipes, manholes and catch basins.

This is the apprentice-level class in the Collection System operator series that performs the full range of duties required to ensure that the City of Redmond collection system infrastructure, systems, and facilities are operated and maintained in a safe and effective working condition and are distinguished from the Operator-In-Training level by working independently and exercising judgment and initiative. Responsibilities include inspecting facility areas in a timely manner and performing a wide variety of tasks in the operations and maintenance of assigned facilities and systems. Positions at this level receive occasional instruction and assistance as new or unusual situations arise as understanding of the operating procedures and policies of the facility are attained. Work is regularly reviewed to ensure timely completion and for overall results. Positions at the Collection System Operator level is normally filled by advancement from the Operator-In-Training level. This class is distinguished from Operator II and III, in that the latter are responsible for providing technical and functional direction to lower-level operations staff and can perform the most complex duties assigned to the collections operations division.

PURPOSE OF POSITION:

Under direction of the Wastewater Division Manager, and the Wastewater Collection System Supervisor, this position performs skilled tasks in the construction, maintenance, operation, and repair of wastewater and stormwater collection system facilities; operating a variety of light and moderately heavy power-driven equipment; and ensuring public health and safety by preventing and/or responding to sewage overflows and blockages, and stormwater blockages and flooding. They inspect, clean, maintain, construct, and repair wastewater and stormwater collection systems including sanitary sewers, storm drains, pump stations, pipes, manholes and catch basins.

DISTINGUISHING CHARACTERISTICS:

This is the senior journey-level class in the Collection System operator series. Incumbents fulfill the day-to-day work in assigned areas of responsibility, and ensure that equipment, systems, and the City of Redmond assets and wastewater collection system infrastructure are operated and maintained in a safe and efficient manner. Responsibilities include inspecting and attending to assigned areas in a timely manner and performing a wide variety of tasks in the operation, maintenance, and repair of assigned facilities and systems. Performance of the work requires the use of considerable independence and initiative within established guidelines. Positions at the Collection System Operator III level are normally filled by advancement from the Operator II level. This class is distinguished from the Collections Lead position in that the latter oversees the technical and functional work of Operator III, II, I, and OIT staff. Within the requirements of collection system operation, this class may be responsible for planning, organizing, and overseeing assigned operations within the collection system.

Path 1:

High School Diploma, or equivalent.

Three (3) years of post-high school education, accumulation of academic credits documented on

biological, or applied sciences, mathematics, or operation management.

Three (3) years verifiable work experience or training in collection system operation and

maintenance or equivalent fields.

Eighteen (18) months of verifiable work experience working as a certified collection operator at a

greater than or equal to Grade Level II collection system.

Path 2:

High School Diploma, or equivalent.

Two (2) years of post-high school education, accumulation of academic credits documented on

transcripts in the fields of engineering, chemistry, water/wastewater technology, physical,

biological, or applied sciences, mathematics, or operation management.

Four (4) years verifiable work experience or training in collection system operation and

maintenance or equivalent fields.

Two (2) years of verifiable work experience working as a certified collection operator at a greater

than or equal to Grade Level II collection system.

Path 3:

High School Diploma, or equivalent.

One (1) year of post-high school education, accumulation of academic credits documented on

transcripts in the fields of engineering, chemistry, water/wastewater technology, physical,

biological, or applied sciences, mathematics, or operation management.

Five (5) years verifiable work experience or training in collection system operation and

maintenance or equivalent fields.

Two and a half (2.5) years of verifiable work experience working as a certified collection operator

at a greater than or equal to Grade Level II collection system.

Path 4:

High School Diploma, or equivalent.

Eight (8) years verifiable work experience or training in collection system operation and

maintenance or equivalent fields.

Four (4) years of verifiable work experience working as a certified collection operator at a greater

than or equal to Grade Level II collection system.
