SABIN COMMUNITY DEVELOPMENT CORPORATION is a nonprofit organization that was founded in 1992 for the expressed purpose of maintaining and developing affordable housing in the Sabin neighborhood. Since then, SCDC has expanded its service area to include the King, Vernon, Boise, and Concordia neighborhoods. Its programs include technology education and outreach, after-school programs, and participation in community-wide leadership. The heart of Sabin has been developing and managing its affordable housing portfolio. SCDC has a rental portfolio of 160 affordable units throughout its service area. These units are primarily in small buildings and apartment complexes that blend in with the rest of the neighborhood’s housing. Sabin CDC prides itself in being a sustaining partner in revitalizing the neighborhoods of Inner North/Northeast Portland and providing opportunities for our residents to do the same.

THE POSITION: Financial Specialist - Property Rent Receivables and Data

Reporting directly to the Executive Director, the Financial Specialist should be comfortable working in and actively contributing to a mission-driven, results-driven, and community-oriented environment. The ideal individual will be able to exercise sound judgment in a variety of situations and will possess strong written and verbal communication, administrative, and organizational skills while maintaining a realistic balance of multiple priorities. The Financial Specialist must be able to work under pressure at times to handle various activities and confidential matters with discretion. The Financial Specialist manages and oversees all aspects of rent receivables, including timely and accurate rent collection, reconciliations, and required tenant notices. This position will support the accurate updating of Sabin’s property waitlists. The candidate will be a critical finance team member and work closely with property management, the Grant team, Sabin’s CPA, and the outside accounting team.

JOB DUTIES: the following is a partial list of duties that may vary.

Manage the full cycle of rent receivables, including timely and accurate rent collection, weekly and monthly reconciliations, and required resident notification communication.

Ensures the accuracy of tenant balances and rent rolls, maintains accurate records for all transactions, and investigates and resolves variances in tenant accounts, including discrepancies in rent payments, late fees, and other charges.

Prepare and distribute tenant statements, reports, and other financial information as required.

Collaborate with Property Managers and Resident Service providers to resolve tenant disputes to maintain positive resident relations.

Assist with preparing annual budgets, forecasts, and programmatic compliance for the Executive Director and the Finance Team.

Stay up-to-date with industry regulations, trends, and best practices to recommend improvements to current processes and procedures, especially related to the organization’s property management software, RealPage.

QUALIFICATIONS: This is an entry-level job, and all training will be provided. The best candidate will have post-high school education or experience working confidently in accounting, finance, or a related field and be comfortable with the Excel platform. Training in accounting, finance, or a related field is a plus, as well as experience in receivables or related financial fields, as are strong analytical skills with exceptional attention to detail and excellent communication and interpersonal skills to maintain positive tenant relationships. Experience with property management software is helpful.

Other:

A current Oregon Driver’s License is preferred.

To drive Sabin CDC vehicles, a valid license, and a good driving record are necessary, as well as proof of automobile liability insurance required by the State of Oregon.

A reliable method of getting to work is required.

Must be free from illegal drugs and may be subject to suspicion testing.

Able to drive/travel long distances.

Ability to sit at meetings for as long as four hours.

May have periodic evening and weekend activities.

Physical Requirements:

o Exerting up to 20 pounds of force occasionally to lift, carry, pull, or move objects.

o Hearing and visual ability to observe detail on a computer screen or printed material and detect errors.

o Must be able to sit, stand, reach, bend, and stoop for extended periods.

o Maintain body equilibrium to prevent falling when walking, standing, or crouching in a primary office environment.

o Perform substantial movements (motion) of the wrist, hands, and fingers that are repetitive.
