- Effectively provide planning and programming of quality facilities projects needed to perform the Air Force mission. Company will designate one of the assigned programmers as a Lead (program organizer) and assist in distributing and monitoring work tasks with the other contract programmers. Ensure project requests meet validated requirements; are in compliance with all applicable standards; are programmed at the lowest life cycle cost; achieve optimum resource efficiency and minimize damage to the natural and human environments; and are within authorities and available resources. These facility projects are in support of Operations and Maintenance (O&M), Military Family Housing (MFH), Non- Appropriated Fund (NAF), Special Interest Programs, Host-tenant, Real Property Maintenance Contract (RPMC), and /or Military Construction (MCP/MILCON) programs.
- Provides complete facility planning and programming for assigned projects by establishing facility and infrastructure requirements critical for mission accomplishment; proposing the most effective and economical means of satisfying those requirements; identifying the year in which they will be required; and acquiring both the authority and resources necessary to meet facility requirements identified by the planning process. Projects are typically associated with a wide variety of architectural and engineering facets which interface with other technical specializations and are typically characterized by a combination of complex features involving serious conflicts between engineering and management requirements. Facilities involved are used to carry out a variety of operations and/or used by a number of different activities including operations and maintenance (O&M), military family housing (MFH), non-appropriated fund (NAF), special interest programs, and host-tenant. Evaluates, recommends for approval clients' requests/proposals for new construction, renovation, and improvements of real property facilities and infrastructure including utility systems. Utilizes knowledge of professional engineering to evaluate existing assets and determine the most economical and effective means of satisfying facility needs.
- Conducts site/facility surveys to gather and assess preliminary information; applies and/or adapts standard professional engineering theories and practices to evaluate the engineering soundness of programs/projects; conducts studies and economic analyses to determine the feasibility of renovation or modification versus new construction; addresses environmental and legal (DoD, AF, and other legislative) compliance requirements; coordinates with planning/architectural professionals to ensure programs/projects are compatible with existing land use and architecture; reviews contracted and in-house designs to determine compatibility, maintainability, and functionality; secures appropriate and required local/higher headquarters approvals; determines through continuing analysis the most effective use of resources in estimating costs. Creates programming documents such as data forms, funding forms, formal presentation drawings, and other supporting documents to submit requirements and justification to Congress and/or higher headquarters for approval of military construction projects funding. Continuously tracks, justifies, and adjusts programming to account for unforeseen setbacks; resolves funding and/or scheduling conflicts.
- Coordinates projects with other engineers in a variety of disciplines, architects, and planners as well as tenant organization representatives and construction agents such as private contracting companies, the Army Corps of Engineers, and the AF Civil Engineer Center. Applies knowledge of other disciplines to determine coordination required ensuring all design, construction, land-use, or operational considerations have been addressed. Conducts briefings and presentations of the progress/status of programs/projects to the installation facility board and higher reviewing activities. Using sound communication, written and oral, ensures coordination with Installation Management and Operations flights/branches.
- Keeps abreast of emerging technologies to ensure programmed development will not prematurely become obsolete. Uses computers/computer software such as information management and project tracking programs to solve engineering/architectural problems. Uses Facility Engineering computer software such as Computer-Aided Design and Drafting (CADD) programs to ensure project design submittals and proposals meet programmed project design parameters. Keeps current on relevant software applications and seeks new applications to facilitate work.
- Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment. Ensures federal, state, and local codes concerning health, safety, and the environment are strictly adhered to in the programming, design, and construction of real property facilities.
