As a Program Manager/Analyst you will help ensure the safety and technological excellence of our Armed Forces.

Principal Duties and Responsibilities: Manages and is responsible for the successful completion of all tasks in assigned program area including technical work, financial and business analysis activities. Provides analysis and administrative support for contract procurement actions, master scheduling functions, interim program reviews, and program requirement tracking. Provide advice and recommendations for contracting approaches and strategies, risks, contracting methods, competition, sources, cost, and milestone schedules. Conducts market research and market surveys to identify potential sources and contract vehicles for meteorology and oceanography procurements. Prepares contract documentation to include Procurement Request (PR), Request for Proposal (RFP), Request for Information (RFI), Statement of Objectives (SOO), Performance Work Statement (PWS), Statement of Work (SOW), Service Level Agreement (SLA), and Acquisition Plans (AP) as required by contracting activities. Provides cost estimating and analyses for Battlespace Awareness programs and projects. Conducts independent cost evaluations and assessments and risk/uncertainty, trend, variance, and sensitivity analyses. Assists in Program Objective Memorandum and Program Review budget submissions and supports program milestone decisions or decision/gate reviews from a cost perspective. Provides cost data to inform acquisition strategies and other acquisition-related documentation required for major decision-making events.

What You’ll Need to Succeed: Education: Bachelor’s in Business, Computer Science, or Scientific related technical discipline, or the equivalent combination of education, technical certifications or training, or work experience. Required Experience: Ten years of intensive and progressive experience in planning, IT, METOC or engineering programs, which include: five years’ experience in strategic planning, business planning, information technology resource and capital planning, advanced project planning, and business area analysis planning. Have direct experience with business planning methods and techniques including establishing goals, objectives, and performance measures and identifying critical success factors. Have experience with executive-level interviewing and group facilitation. Have knowledge of governmental operations and performance-based budgeting. Required Technical Skills: Expertise in Program Management, Contracting, and Budgeting. Security Clearance Level: Must have active Secret Clearance Preferred Skills: Program Management Professional (PMP) Certification Location: Hybrid work schedule with On-Site support requirement at Stennis Space Center U.S. Citizenship Required
