OVERVIEW

The Sr. Business Systems Analyst supports the JCC Information Technology (IT) Office and Branch Accounting and Procurement Finance and Human Resources teams responsible for the development and implementation of human resources, business and financial systems supporting the trial courts under the Phoenix program. This role acts as a liaison between business and technical users supporting the development initiatives in Finance, Accounting and Human Resources areas; provides production support to team members and courts for new systems and enhancements; and serves as an operations consultant to business and technical users to analyze and recommend efficient business processes. The Sr. Business Analyst works closely with the customer team, courts and the application development and analysis teams to identify needs; solve immediate problems and create a higher quality product. The Senior Business Systems Analyst is distinguished from the Business Systems Analyst in that the Senior Business Analyst regularly serves as a project manager for large, complex business systems projects, and provides guidance and direction for work assigned to support project teams. Senior Business Systems Analysts are responsible for enterprise-wide system implementations, deployments and upgrade projects.

The incumbent is responsible for creating application business and technical requirements documents and project plans; developing technical specifications, reviewing and updating specifications and test scripts for new technology deployments; providing support for on-boarding of courts; coordinating activities with other IT units, business partners, court staff and vendor partners; and maintenance and operations support. The role is responsible for the review and analysis of technology requests for new and existing Phoenix system interfaces and for identifying issues related to the development and maintenance of information technology systems that support business functions at the JCC and the courts. The Sr. Business Systems Analyst ensures that the Phoenix SharePoint Site has current content; users have appropriate access as needed and all users are proficient and effectively using the Phoenix SharePoint site.

The successful candidate will be expected to work in the Judicial Council’s San Francisco or Sacramento office; Hybrid work options for employees who live in areas surrounding these locations may be considered.

RESPONSIBILITIES

Lead project management in support of Phoenix application upgrades, interface deployments, court rollouts and on-going production support.

Creates Tech Team requirements documents and project plans for system integration/interface projects for specific Phoenix implementations.

Coordinate daily SAP change management requests and implementation with JCIT PMO and Phoenix COE and provide issue resolution for the 150+ SAP Production Interfaces which include banking, services, employee benefits, courts and external systems such as court case management systems.

Lead the deployment of new functionality, applications and technologies by developing plans, coordinating with vendors and setting project timelines and priorities.

Lead and/or participate in project meetings with business units, courts, and outside vendors.

Assist business users and courts in developing written project request, assessments, and business analysis requests for ITOC reviews and Phoenix implementations.

Manage deployment projects for Phoenix desktop application rollouts and upgrades to Phoenix users at the JCC and courts.

Other Duties and Responsibilities:

Meet with the business users and courts to develop written business analysis requests for user and court requested Phoenix system configuration changes and enhancements - weekly.

Coordinate and lead project team meetings, problem resolution meetings and new functionality assessment meetings as required - weekly.

Coordinate the development of, contribute to and review system and user documentation and procedures- monthly.

Advise court users concerning system technical constraints, acceptance testing, performance criteria and complex design issues - as needed

Assist with troubleshooting court system compatibility issues with the Phoenix application - ongoing.

Collaborate with business users in the selection, acquisition and deployment of new technologies such as the Neopost automated mail processing application. In doing so, I engage the product vendor to develop specifications, functionality and project deployment plans for implementation. -as needed.

Prepare Work Order Requests (WORF) and contract request for project resources as needed - annually (can require 3-mos effort).

Suggest areas for improvement in internal processes along with possible solutions - as needed.

Participate in disaster recovery reviews - annually.

MINIMUM QUALIFICATIONS

Education and Experience

Bachelor’s degree, and five (5) years of experience providing technical and business process support, analysis, or project management for systems/applications.

Possession of a bachelor’s degree in a directly related field such as computer science, management information systems, etc., may be substituted for one of the years of required experience. An additional four years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.

OR

One year as a Business Systems Analyst with the Judicial Council of California or one year of experience performing the duties of a class comparable in the level of responsibility to that of a Business Systems Analyst in a California Superior Court or California state-level government entity.

Desirable Qualifications

5+ years experience in business and/or systems analysis.

5+ years of lead experience in project management, development and deployment.

5+ years experience supporting infrastructure projects.
