POSITION SUMMARY:

This is a highly independent, responsible, professional, and administrative position in directing the day-to-day operations of the irrigation water purveyor, Braden River Utilities. The major emphasis of work is on overall administrative planning and coordination requiring the exercise of management skills, discretion and sound independent judgment in decision making. Manages all planning, staffing, operations, and maintenance of the utility system for Braden River Utilities (BRU).

ESSENTIAL FUNCTIONS:

- Responsible for overall direction including short- and long-range planning and program objectives of BRU

- Accountable for overall financial stability and cost containment of BRU, through budget preparation, planning, and staffing organization.

- Directs activities of BRU staff, providing leadership, coaching and performance feedback as necessary.

- Manages the installation, operation and maintenance of water delivery infrastructure including wells, pumps, filters, transmission pipes, storage ponds, valves, and meters.

- Oversees meter readings, billings, and reporting as need for monthly customer billing and reporting to the Florida - Department of Environmental Protection (FDEP).

- Provides customer service and engagement of community irrigation committee.

- Negotiates contracts with reclaimed water providers and new bulk service customers (i.e. developers).

- Responsible for Water Use Permit compliance of multiple groundwater wells with the Southwest Florida Water Management District.

- Responsible for Master Reuse Permit compliance with the Florida Department of Environmental Protection.

- Negotiates contracts with design consultants and vendors.

- Responsible for obtaining bids, generating contracts and submitting change order requests associated with BRU business.

SKILLS & ABILITIES:

- Demonstrated management success with at least five (5) years of supervisory or management in a position with fiscal, operational, and strategic responsibilities in a related field.

- Registration as a Professional Engineer in the State of Florida preferred.

- Experience in a relevant management level position preferred.

- Extensive knowledge of the use of modern techniques, methods, procedures, principles, and practices of all phases of utilities.

- Extensive knowledge in pressure pipeline hydraulics.

- Thorough knowledge of the use of all types of engineering tools, equipment, instruments, materials and supplies.

- Thorough knowledge of the principles and practices of finance and business administration.

- Ability to exercise leadership in a team-based environment.

- Ability to plan, direct, supervise, coordinate, organize and inspect engineering plans, programs and activities.

- Skilled in computer operations and pertinent software applications, including Microsoft Office suite and those relating to civil engineering applications.

- Ability to learn and use new computer software programs.

- Must possess good organizational skills.

- Ability to handle sensitive situations with poise, tact, and diplomacy.

- Ability to communicate effectively, both verbal and written

- Ability exercise good judgment and to make independent decisions as appropriate

WORK ENVIRONMENT: 75% of the time in an office environment and 25% of the time at job sites

Work Schedule: Monday thru Friday 7 AM to 3:30 PM (and as needed)
